The first step in implementing a remarketing plan is to define and then create the lists and the audiences.  You’ll track these by applying cookies to visitor’s computers to track which precise pages on your site individuals have and have not visited.

So even if you are not quite ready to market to a specific audience, you should consider defining it immediately since Google won’t activate ads until an audience has reached a size of 500 individuals.  So get started now, and in as little as a few days (for visitors) or as much as three months (for customers), depending on the traffic, your remarketing advertising will be in full swing.
